Education - Betty Applebaker (OR) handed out an Education Manual and a CD for each state with education and Leave No Trace materials. She asked that youth volunteer hours be recorded and turned in to the Volunteer Hours Chair.

Legal Defense Fund - Lynn Noland (NC) reported that there is $1048 in the Legal Defense Fund.

BCH Organizations Reports - ND from each of the states gave a report of the activities for the past year and handed out copies to the National Directors: Arizona, California, Colorado, Idaho, Illinois, Indiana, Missouri, Montana, Nevada, N Mexico, N Carolina, Oregon, S Carolina, Tennessee, Utah, Washington, Wyoming (Arkansas was included in agenda binder).

Volunteer Hours - Mike Letsch (OR) presented and the board accepted the criteria to establish a special volunteer hours award. Becky Hope will develop a new form that will include trails ridden and a new form for youth involvement hours will be developed.

Wilderness - Ann Lange (CA) gave the history of the committee and its accomplishments.

Motion accepted that the Wilderness Committee shall provide a resource of expertise and knowledge that relate to stock use on designated wilderness land. This resource shall be available to all state organizations, chapters, and/or affiliates for their utilization in continued advocacy of recreational saddle and pack stock use on public lands. Committee representation and size shall be determined by the Wilderness Committee Chair on consultation with the BCHA Chair based upon expertise, knowledge, and interest.

Motion accepted that the Back Country Horsemen of America support the Kern Sierra Unit, Back Country Horsemen of California in their lawsuit against the US Forest Service, Inyo and Sierra National Forests regarding Ansel Adams, John Muir and Dinky Lakes Wilderness Management Direction.

Motion accepted that the Chair will write a letter in support of East Tennessee’s stance against off trail travel on the Cherokee Forest.

Committee Restructure Report - Val Johnson (ID) presented and the board accepted a motion that the following shall constitute the standing committees of BCHA, some previously authorized: Affiliations, Budget, Education, Media, National Board Review (also known as) Expansion: Change name to “Expansion”; Public Lands, Public Liaison, Vision, Volunteer Hours, Ways and Means, and Wilderness.

OLD BUSINESS

NBM - 2005 - Utah will host

Trails Manual Project - Steve Didier (ID) reported that it has been shelved at this time.

NEW BUSINESS

Motion accepted to adopt the California Right to Ride Legislation to amend applicable federal acts: "The land managers of federal lands controlled or operated by the National Park Service, United States Forest Service, and the Bureau of Land Management shall manage and operate those lands in such a way as to preserve and facilitate the continued use of such lands for recreational saddle and pack stock use on such lands where there is a historical tradition of such use."

Motion Failed to adopt the Arizona resolution that all members of BCHA be requested to contribute $10 annually in addition to national dues as support of the newsletter and programs of BCHA.

Motion Failed to adopt the recommendation of the Media Committee to make the newsletter subscription an option with new and renewal applications at the chapter level at $10/year.
